County Moves to Formalize Sex Offender Management Group

With the backing of top County law enforcement officials, the Board of Supervisors voted unanimously today to direct staff to draft an ordinance formally establishing the San Diego Sex Offender Management Council (SOMC).

With the backing of top County law enforcement officials, the Board of Supervisors voted unanimously today to direct staff to draft an ordinance formally establishing the San Diego Sex Offender Management Council (SOMC).

The Council was informally established about 10 years ago and has been voluntarily providing training, supervision standards and community education programs focused around sex offender issues. Formalization of the SOMC by ordinance will facilitate seeking grants to enable further outreach and partnering with key community and treatment partners.

In offering her support, District Attorney Bonnie Dumanis called the formalization a critical public safety resource.

“Through our collaborative efforts, San Diego County has become a model for sex offender management,” said Dumanis said. 

Recently, Governor Jerry Brown removed Department of Justice personnel assigned to the Sexual Assault Felony Enforcement (SAFE) Task Force. In supporting today’s board letter, the District Attorney noted that now, more than ever, there is a need for a collaborative local effort to address the ongoing issues related to sex offenders in the County.

One of the main objectives of the SOMC is continuing education and outreach into schools and communities regarding sex offender prevention, warning signs, issues and policies.
